臺北2019年9月30日 /美通社/ -- 9月28日是世界狂犬病日 (World Rabies Day)。狂犬病是一種神經疾病，存在於全球150多個國家和地區，影響著人類和動物。每年大約有六萬人死於狂犬病。行政院農業委員會 (Council of Agriculture, Executive Yuan) 一直致力於積極防範臺灣狂犬病爆發。該委員會設立了能診斷狂犬病的實驗室，使臺灣在狂犬病爆發防範方面處於亞太區領先地位。

1961年至2012年，臺灣沒有爆發過一次狂犬病。然而，2013年，臺灣在鼬獾身上確認了一例狂犬病，行政院農業委員會因此採取了各種措施來防範臺灣狂犬病爆發。此外，為了響應世界狂犬病日，行政院農業委員會還憑一己之力確保全臺灣能夠不斷提供狂犬病疫苗注射。為了防止臺灣狂犬病爆發，動植物防疫檢疫局 (Bureau of Animal and Plant Health Inspection and Quarantine) 呼籲嚴格遵守「二不一要」的政策。這項政策要求任何人不得接觸野生動物或棄養寵物，還要求犬貓主人定期帶犬貓及人工飼養之食肉動物施打狂犬病疫苗。這是因為，如果每年有70%以上的犬貓接種疫苗，那麼便可以高效阻止犬貓狂犬病傳播，而且狂犬病傳染給人類的風險也可以大大降低。

作為國際畜疫會（Office International des Epizooties，簡稱「OIE」）的成員，臺灣致力於確保透明的全球動物疾病情況；分享科學信息；控制和消滅動物疾病；對抗人與動物之間的傳播疾病；提升獸醫教育；以及加強獸醫服務系統的工作。臺灣行政院農業委員會家畜衛生試驗所（Animal Health Research Institute，簡稱「AHRI」）與法國的 ANSES Nancy Laboratory for Rabies and Wildlife 簽署了合作備忘錄，建立 ANSES-Nancy 和 AHRI 之間的狂犬病「OIE 配對項目」，目標是提高亞太區各國和地區的診斷能力，並使臺灣在對抗狂犬病方面處於亞太區領先地位。
