Laerdal Global Health 創辦人 Tore Laerdal 與 WHO Foundation 主席 Thomas Zeltner 在 2025 年 5 月 20 日星期二日內瓦舉行的世界衛生大會中，宣布承諾捐款 1,250 萬美元。

此捐款包括為三個非洲國家/地區共 400 間醫院提供 WHO 基本急救護理培訓，以及為正在進行的職場為本培訓，提供專門設計的培訓套件。

配合這項核心承諾，WHO Foundation 與 Laerdal Global Health 也成立資助聯盟「生命線：急症護理行動基金」(Lifeline: Acute Care Action Fund)，並已與其他私營和公共合作夥伴積極討論，希望籌集總額 2,500 萬美元的資金，推廣此項目至五個或更多國家/地區共 1,000 間醫院，每年拯救約 50,000 人的生命。

基本急救護理 (BEC) 計劃由 WHO 於 2016 年與紅十字國際委員會和國際緊急醫學聯盟合作開發。自那時起，已有 60 多個國家/地區的數萬名醫療人員，曾接受基本急救護理培訓。

早前於多間非洲和亞洲一級醫院進行的研究顯示，實施 BEC 計劃後，肺炎、道路傷害、糖尿病危象和產後出血等急性疾病的死亡率降低了 34% 至 50%。
