新華-波羅的海國際航運中心發展指數包含3個一級指標，16個二級指標，從港口基礎設施條件、航運服務和整體環境三個維度對全球43個提供港口和航運服務的城市的綜合實力予以評估。

根據《報告》顯示，2021年全球航運中心城市綜合實力前10位分別為新加坡、倫敦、上海、香港、迪拜、鹿特丹、漢堡、雅典/比雷埃夫斯、紐約/新澤西、以及寧波。
