可持續發展城市指數根據可持續發展的三大支柱對城市進行排名：地球、人和利潤。這些支柱包括 26 項指標和 51 個衡量標準，共同標誌整體繁榮，並反映城市在追求可持續發展目標時需要考慮的互相關聯服務和成果。該研究還強調選定城市的優勢和機遇。
